In a Quinella the customer picks horses to come win and place, either order, but risking half of an exacta box.
For example if he takes QUINELLA 3, 5 for $50, he get paid if horse 3 and 5 come win and place or place and win respectively.
For a House Quinella, the following formula is used:
½ the place price X the win price = House Quinella payoff. Then for each $2 wagered multiply ½ total bet X payout.
